于兴军，工学博士，工商管理学硕士，教授级高级工程师，现任水利部国际经济技术合作交流中心主任。长期从事水利规划设计和国际合作工作，在水资源规划、外资利用、国际河流研究、项目设计等方面有较深造诣。主持完成水利利用外资‘十五’计划和到2010年规划，主持实施多个利用世行、亚行贷款重点水利项目；负责国际河流相关政策研究、技术研究和基础信息及对外交流合作等工作。主持完成国家“十一五”科技支撑计划等多个重大课题及数项国家和水利部重点科研课题。出版和发表了多部著作和论文。

Biography
Dr. Yu is now the Director-General of International Economic & Technical Cooperation and Exchange Center, Ministry of Water Resources, P. R. China. He has been engaged in water resources planning and international cooperation in the past years. He is highly competent water professional who is specialized in water resources planning, management of foreign funded projects and transboundary and boundary rivers and project design.
As the leader of a number of scientific research and studies, he had organized the preparation of 10th Five-Year Plan and planning till 2010 on foreign investment utilization of water projects, and management of loan projects from the world bank and the Asian development bank. Dr. Yu is also in charge of projects for policy studies on transboundary and boundary rivers, information system development as well as international cooperation and exchange. He has taken the responsible of organizing and providing guidance to several key projects of National Key Technology R&D Program in the 11th Five-Year Plan period and scientific research programs at national and ministerial levels. A number of his articles and books were published.
